Device-side scalar fill. Used by reset_accumulator and (when
idx_temperature / idx_salinity is unset) the manager could
also seed output_buffer via this; today only the accumulator
reset goes through here.

arrows point from an interface to procedures which implement that interface.
This could include the module procedures in a generic interface or the
implementation in a submodule of an interface in a parent module.
Where possible, edges connecting nodes are
