fill_ice_speed Subroutine

Sea-ice drift speed |u_ice| at T-centres (m/s) — C-face pairs averaged to centre, 2-D twin of the ocean fill_ke stencil. Ice off / not init ⇒ zeros (never registered by default; opt-in via &ocean_diag_nml diags).
